    Exploring the Impact of Socio-Technical Core-Periphery Structures in Open Source Software Development

    In this paper we apply the social network concept of core-periphery structure to the sociotechnical structure of a software development team. We propose a socio-technical pattern that can be used to locate emerging coordination problems in Open Source projects. With the help of our tool and method called TESNA, we demonstrate a method to monitor the socio-technical core-periphery movement in Open Source projects. We then study the impact of different core-periphery movements on Open Source projects. We conclude that a steady core-periphery shift towards the core is beneficial to the project, whereas shifts away from the core are clearly not good. Furthermore, oscillatory shifts towards and away from the core can be considered as an indication of the instability of the project. Such an analysis can provide developers with a good insight into the health of an Open Source project. Researchers can gain from the pattern theory, and from the method we use to study the core-periphery movements

    Supplier Portfolio Selection and Optimum Volume Allocation: A Knowledge Based Method

    Selection of suppliers and allocation of optimum volumes to suppliers is a strategic business decision. This paper presents a decision support method for supplier selection and the optimal allocation of volumes in a supplier portfolio. The requirements for the method were gathered during a case study that was conducted within the logistics unit of Shell Chemicals Europe. The proposed method is based on the classical view by Sprague and Carlson of sequence and interaction of the different phases of decision making in a decision support system and supports Kraljic’s portfolio approach for supplier management. This method aims to help the managers in making decisions on the allocation of volumes to suppliers while simultaneously trying to satisfy conflicting objectives of improvement in benefit and reduction in risk. A mathematical model to struc-ture the problem is presented, knowledge elicited from the managers is used to parameterize the mathemati-cal model and a multi-objective, hierarchical optimization procedure produces ‘trade-off’ outputs.     Detecting Coordination Problems in Collaborative Software Development Environments

    Software development is rarely an individual effort and generally involves teams of developers collaborating to generate good reliable code. Among the software code there exist technical dependencies that arise from software components using services from other components. The different ways of assigning the design, development, and testing of these software modules to people can cause various coordination problems among them. We claim\ud that the collaboration of the developers, designers and testers must be related to and governed by the technical task structure. These collaboration practices are handled in what we call Socio-Technical Patterns.\ud The TESNA project (Technical Social Network Analysis) we report on in this paper addresses this issue. We propose a method and a tool that a project manager can use in order to detect the socio-technical coordination problems. We test the method and tool in a case study of a small and innovative software product company

    Exploring the Behavior of Highly Effective CIOs Using Video Analysis

    Although recently several studies have addressed the required skills of effective CIOs, little is known of the actual behavior successful CIOs. In this study, we explore the behavior of highly effective CIOs by video-recording CIOs at work. The two CIOs videotaped were nominated as CIO of the year. We analyze the data in an innovative and systematic way by developing and using a behavioral leadership coding scheme. The analysis indicates that highly effective CIOs are good listeners. They also often verify previously made agreements; structure the conversation; and provide subordinates with factual information. We also compare the behavior of the highly effective CIOs to a sample of 25 highly effective middle managers. Whereas the CIOs spend little time defending themselves against their subordinates and are mostly involved in steering, middle-managers spend much more time defending themselves and show more support for their subordinates. We conclude that our new video observation-and-coding method is viable to analyze and better understand the behavior of CIOs

The framework was used in workshop sessions\ud with logistics and information systems experts from\ud industry, software/consultancy and academia to identify\ud promising areas for agents.     Inter Organizational Relationships Performance in Third Party Logistics: conceptual framework and case study

    Supplier relationship management is an important challenge for shippers in logistics outsourcing. This paper attempts to understand the factors which affect inter organizational relationships performance in third party logistics and proposes a conceptual framework specifically for inter organizational relationship performance in third party logistics. We also draw a set of propositions from published research and exploratory inter-views with practitioners to explain inter organizational relationships performance in third party logistic net-works. Five main dimensions of inter organizational relationships are identified which affect performance in third party logistics: commitment, supplier adaptation, conflict resolution, partner fit and communication. In order to assess the validity of our conceptual model we include a case study in this paper. The case study is based on Shell Chemicals Europe and their portfolio of seventeen third party logistic service suppliers

    A Model for Semantic IS Standards

    We argue that, in order to suggest improvements of any kind to semantic information system (IS) standards, better understanding of the conceptual structure of semantic IS standard is required. This study develops a model for semantic IS standard, based on literature and expert knowledge. The model is validated by case descriptions of two particular semantic IS standards. The model shows characteristics of semantic IS standards. Some of these characteristics might become steering factors for improving the development, adoption and quality of standards, among others

    Adoption of Web-based Group Decision Support Systems: Conditions for Growth

    While organizations have massively adopted enterprise information systems to support business processes, business meetings in which key decisions are made about products, services and processes are usually held without much support of information systems. This is remarkable as group decision support systems (GDSS) seems very fit for this purpose. They have existed for decades and modern versions benefit of web-based technologies, enabling low cost any-place, any time and device independent meeting support. In this exploratory case research, we study nine organizations in four different adoption categories to learn more about the reasons for the relatively slow adoption of web-based GDSS. Using the Fit-Viability adoption framework we conduct interviews with the organizations that have experience with using GDSS. We conclude that adopting GDSS requires considerable and carefully planned change of processes that are deeply grounded in the organization. Existing meeting routines need to be adapted. Introduction needs to be carefully planned and room for face-to-face meetings and creativity sessions away from the keyboard need to be built in depending on the type of meeting. Not all companies find the cost level affordable. Clear and convincing business cases are lacking. Still the added value is ranked highly and there are frequent and enthusiastic user organizations that may lead the way for others. Their success stories show others how the mitigate the afore mentioned problem
